EUA are european allowances. It means that person who owns 1 allowance, is allowed to emit 1 tn of emission co2. Emitters received emissions from the government, so that the emitters who has lower cost to reduce them will reduce them and those that has higher costs to reduce emissions will pay for those who will reduce them. EUA market is the whole european market. All emitters has account in this system.
